Making a "news" post

For Nefarious Raisins (bug 2642, to be precise) I'm wanting to set up Official News Comm & make a News Post on my Dreamhack. I could probably try to work this out? But it would take me FOREVER, so I thought it would make sense to ask. So, uh, has anyone done this/can anyone hold my hand through it?
