What's the protocol if we think that a bug may have been fixed but not closed?

I'm looking at Bug #1131 from above - Untrack this has a pushpin instead of a bell. Under all four site schemes, I'm seeing a bell with an X on it on posts that I'm tracking, not a pushpin.
